I think reading between the lines, he’s sending a message to “formally” take-over Neymar’s role which seems to be the Messi role of choosing the transfers. He clearly mentioned it could still be with PSG - hence its not leaving PSG but more of the “responsibility”

I would assume his friend Griezmann called him and asked for a place in PSG which they might have refused. He’s sending a message to do as he asks
