Do you mean in their quality of football and/or skills? I am aware that Peru's FIFA ranking is at 70 or so, and Korea is right around 50 or 51. I don't think FIFA rankings are everything; I'm not aware of the quality of football being played in Peru or Korea, either. Can you tell me why you think Peru has a better state of football than Korea, because as I've said, I'm not aware of the skill/quality/level of football in either of those countries.
