They've been struggling to rebuild a formidable team again for quite some time, and they've been struggling ever since Jorn Andersen left the team as well. Aside from Han Kwang-sung, a lot of their star players/golden generation have left the team e.g. Jung Dae-se, An Young-hak, not to mention it's been a long time since the likes of Hong Young-jo, Kim Young-jun(Current manager), Park Nam-chul left the team as well. They were also poor during the last Asian Cup edition in Australia of 2015 as well, so it's gonna take them some time for them to get back strong again.

From 2015-2019 teams under North Korean FA have fixed over 20 matches. This is the highest number in the world by any national team. Only Laos comes even close. There is true data about this available and North Korean FA doesnt exclude underage players from this. For example North Korea U16 bet against themselves in 2016 against Iran in semifinals.

The South just isn't interested. Doing that would just bring the team down. If something like this were to be mentioned, it would most likely receive severe backlash from everybody in South Korea.
