I though in made an alternative squad for each WC winners. Firstly it would be only players which were available to made the squad.

If doesn't enough material, then you can choose a player who wasn't available for other reasons, but being a contemporary of the WC winners:
(for example, death before WC, injuried, early retirement, doesn't naturalized before WC, etc.)

    I hope you'll enjoy

Like schwuppe said, many of them were on the roster. btw, to not be so strictly, i only wouldn't count the likes of Junior, Edilson, Juninho Paulista, Anderson Polga, Ricardinho and Luizao which had enough minutes in that WC to be considered part of the winner players.

Well, my non roster Brazil 2002:
    ------------------ Rogerio Ceni
Ze Maria ------- Cris ------- Juan ------- Serginho
    -------- Emerson -------- Ze Roberto
    Juninho Pe. ----------------------- Alex Souza
    -------------- Elber ----------- Savio

    Brasil 94
    WC Team:
Taffarel; Jorginho, Márcio Santos, Aldair, Leonardo; Dunga, Mauro Silva, Mazinho, Zinho; Romário e Bebeto.

    Non-roster Team:
Velloso; Luís Carlos Winck, Ricardo Gomes, Antonio Carlos, Roberto Carlos; Amaral, César Sampaio, Marcelinho Carioca; Rivaldo, Edmundo, Evair

Carlos Germano and Dida fighting for a place #1.

I'm no expert in this period, probably forgot a good names. Luís Carlos Winck due to lack of good names... it is clear to see the time Jorginho and then Cafu were holders of that position.

Mauro Galvão would be indisputable name if he hadn't in Switzerland during this period.

Flávio Conceição could have a place. Juninho Paulista hadn't in starting11 of São Paulo. I wouldn't put Palhinha in this team. Savio was still very young. I'm a fan of Marcelinho Carioca and how he was part of the S11 Corinthians, I would call him.

In the attack, three players who were successful in Palmeiras 93-94.

I like Alex. Only he was not living a good moment in 2002 and I'm a fan of Djalminha, he was a fantastic player who hasn't won chances in WC only for their bad conduct. He conditions had to be holder at 98 and in 2002.

I don't like Jardel. I might put Elber, but don't know if good things along with Romario, it would hold, #11 and captain on my team hahaha Amoroso was a more quicker player and could play with a genius on side. I prefer to put it on the S11.

this would be more likely to your definition. But maybe Romario should be in place of Savio

Yeah, i guess. Romario was very old by then, but still a lethal striker.

Best alternative WC winner ever, without a doubt. You don't include JJ Lopez even in this side?

And I bet Roche and N'Gotty are the best centerback pair never to win the WC

Bochini was in the WC86 team and even played against Belgium. I would replace him with Alonso, having a great season with River including the Libertadores and Intercontinental. Emilio Comisso from Argentinos Jr. is another option.

Yep, he was there, but only played the last 5 minutes, as a kind of testimonial.
In fact, Bochini himself said that he doesn't feel part of that team.

For 1978 one, that generation was full on top midfielders. And I rated highly Brindisi.

    I forgot Makelele.
To be fair, Wiltord, Micoud, Giuly, Gallas, Sagnol and Coupet were not considered serious contenders before the WC. They were still under the radar.
Boli had retired one year before the WC.

Another name to consider is Ibrahim Ba. As weird as it seems considering the erratic carreer he had, he was seen as a more than serious contender in the months before the WC.

in the non roster i would put the great ajax sweeper horst blankenburg. in the 70'ies one of the best sweepers in europe. never selected for the german team because.. well quit frankly beckenbauer was better.
so he gets very underrated by manny people but blankenburg was a great great player

That's telling that France was blessed with arguably their best generation in both: quality + depth in class players
