This new under-23 competition between clubs from USA, Canada and Mexico could be great for player development and soccer projection in North America.

With Mexico in the equation a "B League" could work this time.

All MLS clubs should have a reserve/B team. Clubs in USL also could have a U-23 team in this competition.
Canada could have clubs from MLS, USL and CanPL.

All Mexican clubs in Liga MX and some in League Ascenso could have a Under-23 (reserve team) in this competition.

This competition could have 2 divisions - Elite Division and Honor Division - with a "promotion and relegation" system. Each Division, could have 2, 4, 6 or 8 Conferences.
