They can just make mutual agreement and they won't import anything from your country, not only oil. Also, it's not easy to sell something to poor countries. For better economy, you need to stick with economically developed countries. You need to give something if you want to have equilibrity. Country independence usually doesn't exist today. Maybe two European countries seem as independent in larger scale: Belarus and Moldova. Others must do their mutual agreements, treaties and promote similar values, which are shared inside the alliance.
