Wenger would likely want to return to Japan since it'll remind him of his glory days (he also seems to have an affinity for Japan) so I wouldn't discard the possibility. Now whether or not he turns things around is another matter...
The offer has to be really good though, and he already rejected them before due to wanting to manage a club team. It will be very tough for the JFA to acquire Wenger considering lot's of other teams are out to appoint him, so it's likely Moriyasu will be appointed instead.
Calling it now, Wenger will go to the JFA. I expect all echelons of the Japanese sporting establishment (Olympics 2020, J-League, etc.) to work together to make this a reality. The Mudang has prophesied.
One thing I will give the JFA credit for is the way they operate. Unlike our damned FA, they set a priority and continue to pursue it, like they are doing with Wenger after having been rejected once. Kim Pan-gon should've done the same thing with Ranieri instead of taking the "no" for an answer, actually go back and revise the offer to a better one, then officially hand it to him in person.

The delay is getting annoying, but they were in the middle of contacting other candidates, so I will give them the slack. What pisses me off however, is the fact that Shin Tae-yong is still clinging on hoping for another shot at managing the national team instead of resigning. Nishino at least had the dignity to resign even knowing he didn't have to, but he made way for the JFA to hire a better suited manager to help the JNT for the future. Shin Tae-yong on the other hand failed to reach the Round of 16 and thinks he can use the Germany win to his advantage, like Stielike they both have the nerves to think they can prove the public wrong with "a bit more time".
The JFA is planning to wrap things up regarding the new manager on the 26th. Kim Pan-gon better not fcuk things up only to make excuses later on.

As of the moment, both the media and public have become a bit more paranoid and suspicious considering that this awfully sounds like the negotiation process with the foreign candidates isn't going well, which inevitably leads to Shin Tae-yong getting an extension. I'm rather disappointed that Kim Pan-gon even listed Javier Aguirre(If true). He was ousted by the JFA after being caught for a match fixing scandal, we don't need a shallow manager like him nor someone from the Americas.
