Napoli should build a 40k seater but I don't think the capacity of a stadium really means all that much anymore. At one time, teams relied on selling 80,000 seats for ticket sales but that happens maybe 2 or 3 times a season and even then, the money is in selling TV packages not in game day ticket sales. Another reason on why the Juventus stadium only has 41,507 seats available.
It probably doesn't in the grand scheme of things but if you average 45K like Napoli does, why would you not maximize that revenue? It makes very little sense for a team like Napoli to build a 30K one
Create demand, which translates to higher ticket prices. Smaller stadium means less personnel to run it. They usually will figure out a breaking point where that extra ticket is not going to bring a return. But 30k does sound small.

Again, 15,000 tickets more or less doesn't even amount to $15 or $20 million (if that) in ticket revenue. That may sound like a lot of money to us but that is peanuts by today's Serie A standards. Also, after you pay off the commune di Napoli, , local politicians , I camorrist etc. etc, you won't be left with much. You probably won't even have enough to buy a decent defender or backup GK for that. The real money is in TV packages.

I think this strategy works well in a city like Torino, but in Napoli the economic realities are different. The economic woes of the city are well known and making tickets scarce and overpriced seems wrong. Anybody should be able to afford a ticket IMO. Also, Naples is a big city and unlike Milan, Rome and Torino, there are no cross town rivals. So Napoli can always have the possibility of attracting a huge home crowd. This is an "extra weapon" as they say in Italian. Capping the stadium at 30k works against you.
Paolo Mazza hosted it's first game. Really great job by the club. They upgraded the stadium to presentable levels. The photo here is what the stadium was in when the club got promoted to serie A (top) Bottom is what it is now
