It does have those qualities. However, speaking as someone who was around walkers quite a bit when I was younger, and whose high school track coach walked in three Olympics, I always have found it a little strange. If the objective is to cover distance in the shortest amount of time, why not just go fast, without restrictions that limit how fast you are allowed to go.
