To translate for the non-referees here, that second paragraph essentially defines a situation in which a red card is considered mandatory. Determining what is "excessive" force is obviously extremely subjective so this passage removes that subjectivity when it involves strikes to the head/neck, at least when the ball isn't involved. Based on the video, it is without question that Martinez deliberately struck an opponent in the back of the head with his hand, away from the ball and with greater than negligible amount of force. The only possible decision when the referee sees this on the video review is to send the player off.

I'm not really sure I understand this obsession with the phrase, "A second chance at a once in a lifetime opportunity". They're going back to the final; it's not really that unusual.
Announcer saying there's never been a repeat champion in all of Seattle's sports history. Considering for professional men's teams we've only had 4 champions in our entire sporting history (Seattle Metropolitans in the Stanley Cup, Sonics, Seahawks and Sounders all have one each), that's not all that surprising. (The Storm have won 2 WNBA championships).
