So it looks like the era when foreign coaches were hampered by the budget rules is well past. Teams are no longer built from the draft. Budgets can handle seven figure transfers and salaries. International players easily earn a green card. All teams have a semblance of a development academy and can promote youngsters. Yes, the budget rules are Byzantine but by and large most coaches only ask one question: I need a player or three, how much money do I have? By and large the answer is always some appreciable amount.

It would be a good rule. However, there needs to be some flexibility so as not to hurt teams in the crunch part of the schedule. Perhaps the last third of the schedule and playoffs would be excepted?
How would it be illegal? It's not like saying all teams must have two Peruvians in the game day roster. As long as it's covered in the CBA, I can see any 31 year-old player making an "age discrimination" lawsuit against his own team because he wasn't on the game day 18. Generally sports league rosters aren't really covered by various gender, race, or age discrimination laws. At least I'm unaware of any successful history of lawsuits. The NBA, and various olympic sports, have successfully implemented minimum age restrictions. I'd like to hear of any rational about mandating one or two of the game day 18 spots being reserved for U-whatever players. As to Sal's point, if you don't have 2 U-xx players, leave those spots empty. Teams failing to dress 18 players is not uncommon - Or expand the game day roster to 19 or 20 and repeat the exercise, though that would seriously water down the actual playing time as some teams would just use those as token bench warmer spots instead of actual player development.
Me too, sort of. I’d allow a longer bench if the extra players are U-x. For example, you get 1 extra sub if the player is U20, and another for a U-18. When the blowout comb is deployed, put in a kid to get some minutes. Nope. You have to be 40 years old to be in a protected class.
I wouldn't change the game on the field. 3 subs is 3 subs. I'd be fine if the game day 18 had to have two U-23s. 22/23 is not an overly "young" player, and teams should have several college or just post-college aged players on their first team. Now that I think about it, I'd be in favor of this: 16 - unrestricted age game day roster spots 2 - U-23 spots 2 - optional U-20 spots If you're developing young players, you get to dress additional players and have a deeper bench.
This would be good if it's U20 and make it USMNT eligible only. It would be similar with how Liga MX does it. Just implement an amount of total minutes that each team would have to play their U20 kid/kids. Anyone that fails to do so would lose points.
Sorry I wasn't clear. That's not what I meant. What I meant is that you get 7 "overage" subs, and an 8th sub who is U-20, and a 9th sub who is U-18. For example, Tyler Durkin would NEVER not be on the sub's bench. Carleton would ALWAYS be on ATL's bench. So they would always be available the last 15 minutes of any blowouts. That's illegal.

Probably, but not as blatantly illegal as roster spots themselves. Though the fact that there is favoritism in actual play probably influences signing players so yeah, probably pretty illegal.
Actually, I think they misinterpreted the rules and thought roster spots included front office staff. That's why they have 4.5 employees and they keep hiring GA coaches and GM's. The reason Burns is still around is that he still hasn't graduated
