My guess is yes it would be, but not necessarily by a lot more. Playoff crowds aren't usually the greatest (from memory sometimes below regular season crowds), but this is Portland.

They could buy tickets just like Seattle fans could. The block for Portland fans is limited but anyone can buy a ticket if they want.
