Lazio are a good team and they have several players of genuine quality. It's never fun to lose, especially by that score line, but Milan has basically just replaced nearly it's entire squad. Losing to Lazio is not a reflection of Milan's mercato, good or bad (that won't be known until at least this summer). It is, however, a reflection of Montella and his absurd team selections. Injuries or not, I don't think this team will reach its full potential while he's the manager, even if the performances eventually improve.
