He's now got a listing on the club site -- here's the Madrileno Juvenil B roster, which may be different than their "regular" Juvenil B roster: http://www.atleticodemadrid.com/equipos/atletico-madrileno-juvenil-b-2018-2019 Listed as Spanish, so clearly a dual citizen.
Given his age, he would probably need to be on Atletico B this year. He doesn't seem to be. There is some kind of indication that he may be or have been affiliated with something called "Atletico C" which is a kind of second reserve team, but I'm not certain about that.
