They are, except well, they aren't. Unless St. Louis, Miami, Atlanta, and even NYC come up with no money and/or really crummy plans, Ottawa ain't happening. their stadium plans are nice and they may very well be a good place for the league, but I don't see them passing over the other contenders in favor of Ottawa.
