That's...actually a good question. If they're still in negotiations, it means that both sides still recognize that there is some (commercial) utility in cooperating down the line, but right now they're focused on their own interests. For Conmebol, I'm not behind the scenes to know if the 2020 Copa América in Argentina is actually Chiqui Tapia's initiative or Domínguez's own brainchild, but it makes sense: Argentina (and their bid partners?) hosting a spectacular 16-team Copa América would help their case when the 2030 World Cup vote rolls around. That, and if the allegation of Concacaf having registered Copa América trademarks in the US behind Conmebol's back are true, then Conmebol have every right to remain miffed. As for Concacaf: for the time being, they still prefer their cash-cow Gold Cup to long-term collaboration on the Copa América. There may be a footballing consideration as well: Montagliani is Canadian, and would probably rather have the Gold Cup around, since his country is no sure bet to be top 6 in Concacaf and qualify for a Copa América any time soon.

As I was saying when the schedule was released: Brazil not including Brasília or Manaus as Copa América host cities is de facto admitting that those WC stadia were wastes of money. Again, until such a time as cooperation on a joint Copa América is official, Concacaf's going to ride its golden goose into the ground.
