Copa America is a Conmebol tournament and should stay that way. Mexico or any other country not from S.A are only invitees. Plus, if the Copa America ever becomes a tournament where Concacaf dictates some of the arrangements, it would be reasonable then to merge the qualifiers which would definitely not benefit Concacaf in any way.
