It's currently obligatory. Well that is not good. I remember seen a tweet on how Tigres women attendance had a higher average than the rest of the league combined (if you were to just add up their averages), now this included the Monterrey Classico that gets almost playoff level attendance, but still.
Sabotage. Some owners dislike women's football anyway, they don't make money from it now, and they're not serious about their investment. We all know the women's game will be popular in the future, but they can't even imagine that. They don't see all the ways they can promote or support it as it deserves. Male figures in the sport are still making irresponsible (and revealing) comments of distaste at female football. They need to be challenged at every turn.
