Can someone explain to me why KBK needs to get approved for a new work permit? I know there have been new rules in regards to work permits making it tougher for foreigners coming to England, but he's been playing in the Premier League and the Championship for a while now? Surely these new rules don't apply to players already plying their trade in England/Wales? What does this mean for SHM if he wanted to play in the Premier League? Or does the national team regular rule still apply?
It's a work permit. So each time you change employers, you have to be sponsored for a new work permit. SHM should be fine as he's a first team regular on the KNT. Others would have a problem. For example, if HJH tried to move to England, he would have to appeal for an exception.
As far as I can understand it, as we are out of top 50, Ki or Son would have to appeal for an exemption too.
Another way is if their transfer fee is more than £10million or they are earning more than £60,000 a week.
I think he's either being facetious or referring to pre 2015 rules where extraordinary talent was a trivial hurdle to cross, esp for big buys But in the case of appeals there is a scoring system now where yes, transfer fees are included (plus league being bought from and similar things) but in terms of normal rules, even a big buy like firmino was on the margin of not having enough NT appearances and needing the revamped appeals process

Hope he gets a contract. Would be a good signing for the depth in the squad, because their midfield is pretty stacked.
I wouldn't. Probably just exploring getting an EU work permit via loophole to work in his preferred UK where he's a wanted commodity for Championship rather than going for an extended trial with PSV.

and KBKs trial will end tomorrow for his last training until PSV decides on way or another. KBK is scheduled to fly back tomorrow night.
According to Dutch media, PSV Eindhoven will make their decision about whether to sign Kim Bo-kyung today.— Korea Football News (@KORFootballNews) August 20, 2015
but not til after training, and then they'll negotiate contracts, do work permit/visa paperwork, and so forth so I don't expect immediate news.
