Well, there are still a bunch of regional leagues there. The problem for a lot of the prospects, however, is that "real" RL clubs now expect production and are far less concerned with training the future stars.

A young American struggles at Bayern Leverkusen and comes back to MLS, you what that means... Kainoa Bailey = Landon Donovan 2.0 confirmed. Also
He didn't necessarily struggle. He was a free agent because Leverkusen disbanded their II squad, leaving him without a contract.
He came off the bench three times for the U19s, for a total of 59 minutes. He came off the bench four times for the U23s, for a total of 27 minutes. He was an unused substitute an additional nine times. At Leverkusen, Bailey was roster filler for the youth teams.
He seems to have resurfaced with Tuerkspor Augsburg in Germany's sixth division, according to a few different sites. Something appears to be going on there, because there are apparently a number of Yanks who've joined the team for this season.

At some point this year he seems to have joined something called Azkals Development Team (ADT) FC, which looks like a "Team America"-type concept that plays in the top league in the Philippines. https://tv5.espn.com/story/_/id/28855632/future-philippine-football-bright-azkals-development-team
He has moved from ADT to Stallion-Laguna FC: https://mb.com.ph/2022/03/09/stallion-laguna-signs-13-new-players-for-copa-paulino-alcantara/ Stallion also added Americans Leo Nogueira, Rafa Nogueda and Oscar Delgado, who are all based in California, and Kainoa Bailey, who played last year for the Azkals Development Team in the Copa.
