This is often discussed in circles of Korean football and extends to first division football. On the short run, I can't think of anything (at least not on top of my head). Lowering ticket prices doesn't seem to do anything, as many matches are very cheap or free. Apparently, FC Seoul hold many pre-post match hangouts, drawing a substantial crowd. On the long run, interest in spectating professional football and following the game must increase. But I guess that's the end, I don't know a potential means to achieve that.

Interesting.. but wouldn't that fold a lot of existing clubs? And it might potentially ward off a new club from being established.
Well I think the discourse was on ways the league can attract larger attendance. Punishing clubs for failing to meet a quota might just lead them to disband altogether if they find expanding attendance more costly. Then there will be almost no clubs left in the league. Maybe the priority should be somehow getting the clubs to be more financially independent. Maybe then the front offices would want to seriously think about enlarging revenue and doing all they can to increase their brand.
