Yep, as long as they're not receiving a pay check, a scholarship is totally fine in the eyes of the NCAA.
Exactly. Slightly different scenario but the NCAA sees it as no different than basketball players attending prep shools like Hargrave Millitary, Brighton Academy, Laurinburg Perp, Bridgton, South Kent, The Winchendon School, or St. Benedict's. They receive EVERYTHING except a paycheck (and even that's been debated).
One of the other factors for the NCAA is "do they play with others who are paid for playing on that same team?" I looked it up and it looks like the schools rely on the players to give up this info as they don't want their teams to know they are considering college. It's really spotty and they can get different info for two people on the same team. The NCAA would make the player sit out games if they did play with pros.
I thought that was the exact rule the NCAA modified recently that allowed NCAA players to be a part of MLS academies? In fact, I think it's a big component in why the number of MLS homegrown contracts are on the rise. I imagine it would have the same effect for foreign academies, no?
i think many teams promises to pay for the kid's education if pro soccer doesn't work out. i know generation adidas does that.
Yes, Generation Adidas does but there's limited funds provided by Adidas for that and kids receive Generation Adidas contracts typically when the club thinks they can make an impact within a year or two. They're not going to be giving Generation Adidas contracts to 15 y/o's just so they can hope to get some sort of developmental fee in case some foreign team comes and takes one of their players.
You're right about that part. That did change. They can play with pros before they enroll, but can't once they start in school. So if you are a high school kid, you can play with the academy, but have to go play in PDS while you are in college. I found a couple of articles that referenced this, but they were undated and perhaps came before this. Not that I relish even trying to figure out NCAA rules on top of FIFA eligibility rules and US citizenship/Green Card rules.
Called up for Bosnia: Called up to the Bosnian national team vs Macedonia— Ismar Tandir (Izzy) (@Itandir) April 10, 2013

The question still remains does he have citizenship or even a Green Card? NYRB doesn't seem like a club that will use an international roster spot (which are also all filled) on a kid that might be a couple years away from contributing.
I assume he does otherwise the TDS people wouldn't be saying he never got any USYNT attention. First post: You write that he does.
Bigsoccer Bosnia has interviewed Ismar Tandir if anyone is interested Q:How about the Americans, have they contacted you to play for their national team?A: As of now, no direct contact was ever made to me by the US staff. Had a good start with the reserves: Debut match with sochaux reserves played 60 minutes scored two goals— Ismar Tandir (Izzy) (@Itandir) September 17, 2013
We really should try get this kid back in the fold. If he's any good it could be a dream having him and Arriola up top in a U-20 World Cup.
It's an interesting news article in relating with Ismar Tandir. He's hoping to get a professional contract from Sochaux this year presumably. But, there's no guarantee for it to happen, at least one individual from the football club hierarchy. Ismar (18) hope he gets Glimt new tip [Published: January 13, 2014 @ 9:42 CET (3:42AM EST)] http://www.nrk.no/nordland/er-dette-bodo_glimts-nye-spiss_-1.11465810 Note: You'll need to use the Google Translate.
