I noticed only South American GK can do this and we have a Brazilian, someone from paraguay and Columbia AKA Roger Ceni, José Luis Chilavert and René Higuita Just want to know if Arg ever produced one and if not, why not?

There have been several of them. Some that I can think of: - Federico Vilar: Has scored several freekick goals. - Cristian Lucchetti: More than 25 penalty goals. - Sebastian Saja: More than 25 goals. - Ignacio "Nacho" Gonzalez: Took many penalties for Racing.
Enrique Bologna the current goalie for Peñarol has scored a fair amount of penalties at Banfield and Union before that. Crisitan Lucchetti also scored a fair amount of penalties for Banfield too. I think its fairly common in Argentina to see a goalie score a penalty. There hasn't been a real free kick specialist since Chilavert. Ceni is the best of all-time though. What a legend. He's what 41 or 42? Still hitting free kicks and running back to his goal
I take it we probably wont see one of rthe NT doing this as international games or doing this for Barcelona or even trying to dribble out onto the pitch like Higuita or Campos?
