Confirmed that it's the same Jacobo Reyes. I don't know anything about Reyes specifically, but in the past, registration status on the Liga MX site has not been reliable during the offseason even for players who aren't switching clubs.
Found his Twitter profile, which contains brief highlights of his at the Argentina tournament. Reyes celebrated his 17th birthday by playing in Monterrey U20's most recent two matches for 50 combined minutes. He missed the first two matches of the season due to being in camp with the US U17s.

Jacobo has worked his way into the starting lineup for Rayados U20, despite retaining U17 eligibility and being younger than about half of their U17 team (I clicked through the names to check) as a somewhat late '00. What makes it more impressive is he's been absent from Monterrey for two time periods this early season while on duty with USYNTs, something that can often derail players from getting playing time for their clubs.
