concacaf doesnt deserve 3.5 spots, what makes you think we can get 4 only reason we have 3.5 is because of JW
I doubt there's going to be too many changes on the number of spots each region gets, the last one was after 2002 and that was because how well non-UEFA/Conmebol teams did which most likely won't happen in SA. The spots the host gets doesn't count against the region and before 2006, neither did the spot the defending champ use to get. Unless 2002 repeats itself in SA this should be the spots per region: Host 1 (Brazil) UEFA 13 AFC 4.5 CAF 5 Conmebol 4.5 (5.5 counting Brazil) Concacaf 3.5 Ocenia .5
