The universities should have some ownership of that research. Well if the univiersities do not have ownership of any of the research, then it is not stolen since it belongs to the researchers. that sounds very logical to do, if universities are paying for the research, they should have some ownership on it. There are also no compete clauses, hard to do with research universities I suppose.
To Americans it's inconceivable that research has a value in itself. It is only valuable to the extent you can monetize it.
When you monetise it, the research has value. The monetised bit doesnot fall out of the blue sky into the pharmas lap.
