That is the kind of punishment that should be applied across the board in instances of racism among fans of a team. It's very harsh, but it would cut that stuff pretty quickly, I imagine. The softness from football's governing bodies, all but encourage that sort of behavior.
It does indicate the epl isn't as deep as some people say though if that's his plan, Stoke for example have some nifty players now which keeps the fans happy but as a team they are nowhere near as well organised as they used to be. And quite a few teams seem to be that way imo. The prem did seem more intense to me in the past, though I will happily admit all the top six are good teams and to have six good teams in any league is impressive.
