Article doesn't really paint him as the "next possible youth player to make the jump..." only that he dreams of making the first team. It is very flattering, though, and I found it interesting that it mentions Colombia is keeping an eye on him due to his dual citizenship.

He's provisionally cap tied, and has only lived in the US and Argentina from what I can tell. I don't think there's much to be worried about.

I agree. It would be a stretch for him to opt for Colombia but could certainly happen if we ignore him. We don't seem to be doing that, thankfully.

This is the closest it gets to something like that:

Although he has not yet spoken with Guillermo Barros Schelotto, his name is starting to be mentioned quite loudly in the halls of the Bombonera.

And it is possible that he doesn't even have a Colombian passport, though he is of course eligible for one.

Subbed in at 61' for the fifth division squad as Boca beat River 2-0 in the superclasico.
Recent return from YNT duty likely explains his lack of a start.

Boca has an excellent web site. On their site, go to Futbol > Juveniles > Noticias and the latest match results will always be posted. In Argentina all the youth levels generally play against the same club on the same day so the match report is actually a multi match report but it is fairly detailed. Here, for example are the results from the above game day:

    Todos los resultados:

    4ta Boca 0-2 River

    5ta Boca 2-0 River

    6ta Boca 1-1 River

    7ma River 1-2 Boca

    8va River 0-1 Boca

    9na River 0-0 Boca.

He had trials for other clubs, including Real Mallorca, but in the end decided to return to Argentina, signing for Boca Juniors in April 2018.

"When I arrived, I knew very little Spanish," he said in a recent interview. "I learned the language in Argentina talking with my colleagues in the boarding house. Now I even drink maté."

Acosta began with the club’s youth sides and is now with the reserves, one of only two non-Argentines in the squad along with Chilean forward Brandon Cortés.

"My coach, Sergio Saturno, asks me to create chances for my team-mates and look for goal," he said. "I feel very proud to wear the 10 for a team like Boca."

Came in at '78 for Varela in a 2 - 2 draw vs Lanús yesterday. Pretty impressive to see him playing, at enganche, no less, with the reserves already.

    http://www.bocajuniors.com.ar/el-club/reser-lan10

This match (and presumably many of the reserve matches) was streamed and can still be watched on Boca's official youtube channel.

George Acosta did not play the game, it is an error of the administrators of the page of Boca (really unusual) at the time of making the summary of the game. In the transmission, the commentator says that Alvariño enters the minute 78 and that the change that is made in minute 85 is Sandez.
Outside from that, Acosta is having a good development with Boca considering the little time he has been with them. I doubt that he has minutes this season or the next with the first team, but I think he is on a good path.

Yeah, I thought there must have been a mistake. I watched it from minute 78 onward and neither saw him nor heard his name.
