Probably, but not certainly. I've seen a lot of buildings 'open' with lots of finishing work and remediation to meet the construction documents requirements. All it needs to open is a permit from the city that it's safe for occupancy, not that construction is complete.
It's called charm. Does anybody have a problem with their SSS being held together by duct tape? I'm certain I've trusted it with my life at times. Like, enjoying concerts and carnivals for example. There's no technical/educational hurdle to utilizing it successfully, which is half the battle, right? I see a stadium sponsorship opportunity here. Raccoons will get past it though. I saw this show on the History Channel and raccoons have been working with duct tape for thousands of years, those rascals.
