Yeah, but since they hand out citizenship like candy, teams use that and buy/field as many foreign players as possible.
I don't think that the naturalization process changed what changed was the rules in the league in regard to foreign born players. Before the rules said "no nacidos en Mexico" but lebrija changed it in order to play zinha as Mexican. They also got rid of the presidential decree that only allowed 3 non Mexican born players to line up en el df, all lebrija's work. That mofo had power and he wasn't even the FMF pres he was just president of the 1st division dude took down Borja from the FMF president seat and gave it to Alberto de la torre.
