    nope
but that Lion is English while the 3 Fleurs-De-Lys is pre-revolution French.

the combo-ing of the Lion and Fleur-De-Lys like is very Canadian looking.

This is possibly a made up flag by some guy who like heraldry, maybe a Portuguese Canadian living the province of Quebec or something

Lisbon supposedly is the city of Fleurs-De-Lys, but I know it's not Lisbon's flag.

It's probably made up. At least it has the same coat of arms as this made up country: http://uselectionatlas.org/FORUM/index.php?topic=64674.0

    Not really.

I remember hearing that too when I was growing up, but I can't think of any reason behind that connection, and I certainly can't see any signs of it here in Lisbon. Can't find anything on the Internet either.

    What legend of mariners?

It's nothing to do with lost mariners. The crows were protecting the boat that was transferring Saint Vincent's relics to the city of Lisbon from the Cape of his name, in D. Afonso Henriques' times.

That's the reason why Saint Vincent is still today the main patron of the city. Actually, the crows belongs to the cult of Saint Vincent too.
