it's the same BS as the NFL cracking down on helmet hits and essentially eliminating kickoffs - fake safety measures that don't address the real danger of your sport because addressing the real dangers (heading and head collisions in soccer, the dozens of subconcussive head hits that happen in the line on every single play in football) would fundamentally change the sport. Harsh penalties for head hits are the TSA agents of sport.
