"We are not happy with our performance, we are not happy with our form," said Paunovic, whose team lost its first two games. I do not agree with all of paunovic’s decisions, but this bad start is more down to the front office not buying players to fill holes. We could have Mourinho, Bradley as a coach,etc. and we would still suck.
An experienced coach would be more heavily involved in the process and not let his team dissolve in one off season. That or he is heavily involved and deserves the criticism.
He and Rodriguez are self-described "soul mates" and I would say anything good or bad with this team should be attributed to both of them. I doubt Rodriguez makes a move without Paunovic's input/approval. I think they are absolutely on the same page and neither is that concerned with building a winning team.
