You listed 37 countries. When there's a tie for 8th the next rank needs to be 10th, not 9th. The USA is first in the Women's Ranking and you typed second.

So people who think that the FIFA rankings are worthless, or biased toward Europe, or whatever else, must love this thread. So, anyway, the latest follow. A couple of notes: first, the men's ranking is now published using decimal points, so teams which would appear to be tied are actually separated: Mongolia and Andorra both are officially listed at #201 with six points, actually would be #201 Mongolia (6.45) and #202 Andorra (5.58); while the women's listed don't have decimal points so teams must stay tied (Iran and Israel are at #59 with 1418 points). Secondly, tied teams should actually "split the points," so in the women's ranking, both teams should be at position 59.5 (=(59 + 60) / 2), but I didn't do that; may incorporate that later. The women's rankings list only 140 teams as officially ranked, with the rest not having enough games to get a real ranking, so the combined ranking stops at 140. FIBA basketball does list a combined ranking, but since the men's and women's rankings use the same point system, the combined rankings are just the sum of the two: http://www.fiba.com/rankingcombined men, 2016 Jan 7 women, 2015 Dec 18 rankteamconfedmwnet 1GermanyUEFA426 2BrazilCONMEBOL6713 3EnglandUEFA9514 4SpainUEFA31417 5NetherlandsUEFA141226 6ItalyUEFA151328 6FranceUEFA25328 8BelgiumUEFA12829 9SwitzerlandUEFA122032 10ColombiaCONMEBOL82533 10USACONCACAF32133 12ArgentinaCONMEBOL23537 12AustriaUEFA102737 14SwedenUEFA34842 15ChileCONMEBOL54146 15RussiaUEFA242246 17PortugalUEFA74047 18MexicoCONCACAF232649 19UkraineUEFA292352 20WalesUEFA173653 21RomaniaUEFA163955 21IcelandUEFA361955 23DenmarkUEFA421557 23JapanAFC53457 25Czech RepublicUEFA273360 26HungaryUEFA204262 27Republic of IrelandUEFA313263 28NorwayUEFA541064 29PolandUEFA353166 30EcuadorCONMEBOL135467 31FinlandUEFA442468 31AustraliaAFC59968 33Korea RepublicAFC511869 34Costa RicaCONCACAF373471 35SlovakiaUEFA264672 36CroatiaUEFA185573 36ScotlandUEFA522173 38UruguayCONMEBOL117081 39Côte d'IvoireCAF196382 40GhanaCAF335083 41TurkeyUEFA216384 42Bosnia and HerzegovinaUEFA226587 43Northern IrelandUEFA306696 44ParaguayCONMEBOL465298 44Trinidad and TobagoCONCACAF504898 46China PRAFC821799 46CanadaCONCACAF881199 48SerbiaUEFA5645101 49IranAFC4359102 50NigeriaCAF6637103 51CameroonCAF5747104 52AlgeriaCAF2877105 53PeruCONMEBOL4761108 54GreeceUEFA4168109 55UzbekistanAFC7343116 56AlbaniaUEFA3881119 56BelarusUEFA6851119 56Korea DPRAFC1136119 59Equatorial GuineaCAF6953122 60SloveniaUEFA6162123 61JamaicaCONCACAF5572127 62IsraelUEFA7159130 62South AfricaCAF7456130 64SenegalCAF4592137 64United Arab EmiratesAFC6473137 66JordanAFC8658144 67EgyptCAF5887145 68CongoCAF4899147 68BulgariaUEFA7275147 68HaitiCONCACAF7968147 71VenezuelaCONMEBOL8366149 72ThailandAFC12430154 73MoroccoCAF7679155 74MaliCAF63100163 75BoliviaCONMEBOL7096166 76New ZealandOFC15116167 77GuatemalaCONCACAF9376169 78EstoniaUEFA9082172 79VietnamAFC14629175 80MontenegroUEFA8594179 81Faroe IslandsUEFA9686182 82ZambiaCAF67121188 83CyprusUEFA80115195 84GabonCAF77119196 85El SalvadorCONCACAF99103202 85MyanmarAFC15844202 87KazakhstanUEFA13271203 88ZimbabweCAF10898206 88BahrainAFC12284206 90LatviaUEFA102105207 91Hong KongAFC13774211 92NicaraguaCONCACAF97117214 93PhilippinesAFC13580215 94KyrgyzstanAFC107112219 95IndiaAFC16357220 95Chinese TaipeiAFC18238220 97LithuaniaUEFA12795222 98EthiopiaCAF118109227 99Antigua and BarbudaCONCACAF92138230 100PalestineAFC131101232 100CubaCONCACAF13696232 102BotswanaCAF95140235 102GeorgiaUEFA120115235 104KenyaCAF101136237 105MalawiCAF106134240 106GuamAFC15685241 107St. Kitts and NevisCONCACAF119127246 108GuyanaCONCACAF16189250 109Papua New GuineaOFC20349252 110ArubaCONCACAF115139254 110TanzaniaCAF126128254 110NamibiaCAF134120254 110LuxembourgUEFA142112254 114FYR MacedoniaUEFA138118256 115IndonesiaAFC18077257 116MoldovaUEFA154105259 117MalaysiaAFC17190261 118Dominican RepublicCONCACAF160102262 119LebanonAFC140125265 120St. LuciaCONCACAF144122266 120LaosAFC17888266 122SwazilandCAF133135268 123MaltaUEFA162107269 123FijiOFC18683269 125Cook IslandsOFC167104271 126New CaledoniaOFC18392275 127SamoaOFC167111278 128Puerto RicoCONCACAF173108281 129BermudaCONCACAF159126285 130AfghanistanAFC153133286 130MaldivesAFC157129286 132GrenadaCONCACAF164131295 132TongaOFC20491295 134BangladeshAFC179123302 135DominicaCONCACAF176132308 136NepalAFC196114310 136Solomon IslandsOFC200110310 138Sri LankaAFC188124312 139PakistanAFC185130315 140BhutanAFC192137329
It's not your fault that the Men's and Women's Rankings have an unequal amount of teams, but by adding the rankings it means that hypothetical Country X, who is at the 75th percentile in the Men's Rankings and 25th percentile in the Women's Rankings, would be siginificantly different from hypothetical Country Y, who is at the 25th percentile in the Men's Rankings and 75th percentile in the Women's Rankings. Here is a way to make a more complicated comparison that could be done in a spreadsheet: The Men's Rankings have 209 countries, and the sum of the numbers from 1 to 209 is 21,945. The Women's Rankings have 140 countries, and the sum of numbers from 1 to 140 in 9,870. Start by awarding 209 points for first in the Men's Ranking, 208 points for second, and so on where each country gets 210 - their ranking down to 1 point for 209th. Then award 140 points for first in the Women's Rankings, 139 points for second, and so on where each country gets 141 - their ranking down to 1 point for 140th. To make the Men's Rankings and the Women's Rankings contribute the same amount of points, multiple the Men's values by 9,870 and multiple the Women's values by 21,945. This will result in each ranking contributing 216,597,150 points, which I know is a large number. Since each country's product in each ranking must be a multiple of 5 (because any whole number multiplied by 9,870 or 21,945 will be a multiple of 5), you can divide all the numbers by 5 without getting decimals. If you'd rather work with decimals than large numbers, you can divide all the numbers by 100 or something. Using this formula and dividing the totals by 5, here are the Top 10 in your rankings in the order by rankings would have them in (note that my ranking could have different countries in the Top 10, but I'm not spending the time figuring that out): Germany: 1,016,715 England: 993,678 Brazil: 990,822 France: 970,872 Spain: 966,021 Netherlands: 953,085 Italy: 946,722 Switzerland: 921,921 Belgium: 908,523 Colombia: 907,872 In case it wasn't obvious, in this ranking the highest score is the best. A country who was first in both rankings would get 1,027,026.
I think I see what you're saying. A team that is ranked in the men's but unranked in the women's should get the points from the men's ranking, with zero points for the women's, giving the #1 team in the ranking getting the most points. Alternately, I could have kept the 39 unofficial ranked women's teams, giving them places #141 to #179. (This still leaves 30 teams that aren't in both lists, as the men's actually lists 209 teams.) Another tweak is that I could take only the 140 (or 179) teams that are in both, and throwing the other teams out of the listing, so both the men's and women's are based on a 1-to-140 (or 1-to-179) scale. Or consider all un-ranked women's team to have the next available number, either #141 or #180. (Again, the "split the points" rule would average these, so #141 to #209 would average to #175.) The standard way to do this in statistics (summing multiple lists that have different scales) is to normalize the each list to a real number from 0.00 to 1.00 . (I think this is what you were trying to do, using multipliers instead of divisors, and you allude to this with "percentiles.")
Given that each list has more than 100 teams, three decimal places would be necessary to give each team a unique ranking for each gender. Another thing I thought of would be to calculate what percent of the total points for the countries combined that each country had. The sum of the points for all the countries is not provided by FIFA, but if you enter every country and their points into a spreadsheet, you can calculate the sum. To make the numbers larger, you could multiply by 100, so a country with 1% (0.01) of all the points would get a score of 1. You could do this separately for the Men's Rankings and Women's Rankings and add the two numbers up for each country. The problem with that is that since the Women's Ranking values are much closer together, adding the two numbers up would cause most of the variation to come from the Men's Ranking.
