It should be noted that when the English FA banned Suarez for 10 matches last season, the ban did not extend to FIFA. Indeed, while the ban was being served in England Suarez played in all five of Uruguay's Confederation Cup matches last June as well as two CONMEBOL World Cup qualifiers in September just before the domestic ban ended.
And I'm guessing the seven match ban in Holland in Dec 2010 was also not extended worldwide. Uruguay didn't play any internationals during that time but he was transferred to Liverpool on January 28 and made his debut in England five days later.
So while FIFA have opened disciplinary proceedings, it's quite possible that they may view Tuesday's incident as a first time offence although public/media pressure may play a part in their final verdict.
