Liverpool had 30 wins, 7 draws, and 1 loss. They finished 1 point behind Manchester City. What other clubs had 0 or 1 loss in a season with at least 30 games without winning a title? I'm including all seasons going back to the 1800s.
Perugia were undefeated in 1978-9 (11 wins and 19 draws) and finished second in Serie A. Torino lost once in 1976-7 (21 wins, 8 draws, 1 loss) and finished second as well.
1977-78 Benfica finished the league unbeaten (21-9-0) but lost the league on goal difference to Porto (22-7-1). This was back when teams were awarded two points for a victory. 2012-13 Porto and Benfica were both unbeaten after 28 (of 30) rounds with Benfica leading the table by two points (74 to 72) when the two teams met in the penultimate round of the season. Porto won the match 2-1 with a goal in the 90th minute and held on a week later to win the title. Porto 78 pts (24-6-0) Benfica 77 pts (24-5-1)
https://www.fifa.com/news/the-week-in-numbers-x7477 says: "97 points is what Liverpool finished the 2018/19 Premier League with – the most a team has ever registered without winning the title."
