yep, from Round of 16, all clubs need luck to advance But probably will be a chance for little clubs to qualify in next round ....for example Napoli v Sevilla Brugge v Guingamp definitely, in quarterfinals, winner of Napoli v Sevilla will beat the winner of Brugge v Guingamp, but anyway will be a performance for Guingamp to be in quarterfinals.

the Italian Serie A championship has 5 team in round of 16 of Europa LEague and 1 in Europa Champion League with good chance to go quarter finals. English Premier League has one team in Europa League and one in Champions Leauge with some chance to go in quarter finals. Are you sure that Premier League is better than Serie A?

But in the 2015-2016 regulations, there are new rules for the R-16: 17.03 The 16 winners of the round of 32 contest the round of 16, for which the pairings are determined by means of a draw. The UEFA administration ensures that the following principles are respected. a. Clubs from the same association cannot be drawn against each other. b. The seeded clubs play the return leg at home.
