Really is true. I think initially they weren’t even going to have this second ballot for the public. I think they were blindsided by the numbers who did not follow through with their purchases after the first email and they are scrambling a bit to figure out what to do. For some of these venues they really needed to sell tickets before people knew the match ups. You can really see now why they put so much effort to give hosts a chance to play at home and tortured the draw rules to achieve it.
I love the way that even I can get tickets to all Baku games. Won't be long before it is 5 Baku tickets and you get Germany v France.
I just noticed looking in my account that for the last ballot it has a reference to my tickets being "reserved" on August 2, which was 4 days before the e-mails went out. I hadn't noticed that before. I don't know what difference it makes or whether it means anything at all for this ballot, but as we wait for the e-mails to come around I thought it was mildly interesting that last time they appear to have done the draw at least 4 days before they announced the results by e-mail.

if you give three business days to make payment, then the las date for the people notified after failed payments would be Wednesday morning next week. So for the ballot winners, last date would be this coming Friday. I reckon tomorrow, Thursday.

There is a Thread for ticket exchange. Also you will be able to resell on the Uefa website later in the year.
