If he doesn't have dual citizenship then the only other way he'd be permitted to move cross-confederation before the age of 18 is if his family have moved for work reasons.
And, for what it's worth, both of the above appear to be true, so he's doubly fine to be in the UK at 15/16.
Dad is English and has returned to working over there. Ethan was called into the 14's first camp a few years ago but had a broken thumb and could not attend.

I'd love to better understand the purpose of this move. Wady is 17, so surely there's an academy level Chelsea has that's suitable for him? T&M FC appears to be essentially a high local amateur team -- which, I suppose, could be good level for a teenager if you wanted to test them against adults. I dunno.
Can't say for sure, but he just wasn't playing many academy games--think he's 3rd on depth chart. This at least gives him the opportunity to play games and make decisions. And he is a very big kid--bigger than most of the adults so he's got that going for him. Style of play is different--but good experience.

This whole post rests on the assumption that Chelsea cares about what happens to their academy players — a risky premise at best.
