You're thinking of Alianza. They finished runners up in the first tournament - Clausura 2014 - and champions last season - Apertura 2014. The person in charge there is Victor Manuel Pacheco. He's been the coach for the U17 national team in 2010/11 and did ok with them back then. He was then given the team again the next cycle but had that taken from him when Ruben Israel was brought in for the seniors and Rugamas - who was intern coach at the time - was given the U17's. More recently he had the U15's in 2013 when we finished third in the inaugural U15 CONCACAF Championship.
There you go. My memory failed me (again). Definitely think he should carry our u15, even our u17. Good coach, knows the youth system and players

I like the hire it's good someone with experience FINALLY got picked rather then throw a complete new coach in to learn on the job. However nt coaches still need to collaborate more together

No, it's a great idea. If they play a whole tournament together, they'd gel perfectly. Sometimes, especially with our boys, we see that we can't have our players connect well. If our u15 do this and continue to do this until they're u17, we can have a really strong squad
