Many do not realize that an occasional League One or even League Two match is part of the EFL package in addition to the Championship and the Cup. For the most part, beIN and Fox before them only showed the Championship matches (a couple of seasons ago, beIN showed a League Two match during the weekend between Christmas and New Years when they had no other live soccer to show), although I recall Setanta occasionally wuld show these matches. I was curious if ESPN3 would show these matches. Well,, apparently they will be showing them. The weekend of Sept 2-3, when the Championship is dormant due to World Cup Qualifiers, ESPN3 lists four League ONe matches: Sat, Sept 2 7:30 am Bradford City v. Bristol Rovers 10:00 am Doncaster v. Peterborough United Sun, Sept 3 7:15 am Blackburn Rovers v, Fleetwood Town 9:30 am Portsmouth v Rotherham United I also noticed that Sy Sports was showing a League Two match, Forest Green Rovers v, Swindon on Friday Sept 22 at 2:45 pm. ESPN3 has that match listed as well.

Would ESPN have the rights to show league cup games on their tv stations if a good draw were to come out or is it only their streaming services?
I'd be amazed if the contract or League precluded them from showing a match on ESPN/2. Guess we'll find out in later rounds.

That's England's fourth tier, right? I love how the names England has for the second and third tier try to make them sound like the top division.
There are other countries who do that. Scotland uses the same names for their top four levels as England. Denmark calls their top level "Superliga" and their second level "First Division." Moldova calls their top level "Divisia Nationala" and their second level "Divisia A." Iceland calls their top level "Urvalsdeild" and their second level "1. Deild." Faroe Islands calls their top level "Meistaradeildin" and their second level "1. Deild" (the same name as Iceland uses). Norway calls their top level "Eliteserien" and their second level "1. Division."
