I think it must happen in order to keep scottish clubs competitive with even leagues like the netherlands. A system should be set up that allows more than just the old firm to be in such a league and have pro/rel between the Atlantic leagues and national leagues. Yes? No? Maybe? discuss.

Not going to happen. There are any number of reasons why the scenario you describe will not happen, and first and foremost, if the breakaway 'Atlantic League' was set up as the OP describes it would be a rebel competition, so for a start if it did happen, you wouldn't have promotion/relegation, as it would threaten those national associations.

If this did start, it would be TV driven and the TV company behind it would be throwing absolutely stupid money out there, to make it even possibly considerable. For them to make the exercise worthhile they would need to secure the big clubs - the PSV, Ajax, Anderlecht, Celtic to be there every season.

If a band of clubs did decide to pursue a an 'Atlantic League', they would be operation outwith the governance, so there is no way any national association would permit their clubs to be yo-yo's. If they left they leave, but there would be no 'let them go, let them come back, let them go again', because it undermines their authority, and that of UEFA also, as it would represent a threat to UEFA's own competitions - so even if it did happen, you can forget about Champion League/Europa League involvement.

Now, when you get past that look at the logistics. Some of the SPL clubs in Scotland struggle to keep afloat plying their trade as it is, wihout depending on all the additional costs involved in continental trips every second week.

If it came into being, it would be rebel, it would need to be underwritten in a massive way and it would need to have absolute autonomy. The only way it would be viable is if a cluth of clubs themselves decided to form this as a continuing partnership, both driven and held together by mutual interest on the part of these clubs. Which again would mean, no relegation/promotion.
