I'm not sure--but I seem to vaguely recall it having to do with US Soccer requirements and minimum payments. US Soccer actually owns the game (not the team it is awarded to). The team is paid (or pays) to put it on. Essentially, US Soccer hires your staff and stadium for the day.
Everything I see on social media says this run for FC Cincinnati is historic. I guess those people weren't alive (or soccer "fans") when the Rhinos did this in '99.
