Yeah its not always gonna be perfect, Canada is indeed missing (switch them with Haiti). But its pretty close, and Trinidad inflates itself by picking on poor Caribbean teams.

I missed the change in the men's ranking calculations. When did FIFA reduce CONCACAF's weighting factor to equal OFC's weight? Meanwhile UEFA and CONMEBOL are at 99 and 100, respectively. Everyone else is weighted at 85 now. The associaton factor is critical in calculations because, for instance, France would receive more points for beating Mexico than the US would receive for beating Mexico. So it gives European teams an increased advantage for every game they play, not just intra-UEFA matches. Despite CONCACAF's performance in 2014, this will make it unlikely that 2018 seeds will come from any of the other conferences.

So the answer is last August. Thanks Evan. Interesting that FIFA allowed UEFA to fall below 1 for the first time. In 2010 they privately changed the formula so that UEFA would not drop below 1, but that still resulted in most associations scoring above the minimum. Not true now. I wonder if they changed the formula again. I do see now that when they changed the formula, it also reduced the prior ratings in the prior years still active in the calculation. When teachers grade students and the majority of students are graded below the minimum score, they usually figure something is wrong with the grading system. Then FIFA's solution to CONCACAF's performance at the 2014 finals is to half their weight! If I were UEFA and CONMEBAL, I would be embarrassed at this obviously rigged rating system.
You make it sound like the change in weight was done because of CONCACAF's World Cup performance. It was known before World Cup 2014 when the weight would be cut in half and the weight being cut in half affected all participants. Champions Germany lost a lot of points.
