That criteria is not good. There are players for teams like Arsenal, Man United, Man City, Spurs, Roma, Napoli, Inter Milan, AC Milan, Atletico Madrid, Valencia, Sevilla, Borussia Dortmund, Borussia Monchengladbach, Schalke who are good enough to play for teams like that, but don't because their current teams are not much of a step down. The criteria should be a player starting consistently (over 50% of games in all competitions) for a UCL team in a top 4 league or PSG in France (they are top 5 or 6 in the world) for one season.
Flawed criteria. @bballshawn, want to revise the criteria? It favors our players to revise it since even if Carter-Vickers, Zelalem, Pulisic made it at their current clubs, they'd need to make a further transfer to a bigger club, which is unlikely.
Considering I don't believe any player in CONCACAF since Marquez has done that, I'd say this. None might reach what you are suggesting.

The season is over. There's a new season starting in a few months, a season where they will be in the UCL. They might be a top 5 team next season.
BVB might very well be top 5 next season if they get a good CB this summer Also funny because after i chose my top 5. 3 of them either got promoted full time to first team of big clubs or transferred to one. Unfortunately chelsea and BVB were quite top 5 this year. Although at one point BVB was in top 2 hottest teams in europe
