He was definitely called up, because he was with the team, according to quotes attributed to him. He just refused to play once there, due to them not "keep[ing] their end."

I have never seen 6-0 (or 4-0 or 5-0 to be precise) after first half and no goals in second half. I had a bet on 12-0 @ 51,00 and 13-0 @ 101,00 in that game. Awesome result by Montserrat!
Once the games are done tonight there could be 10 teams with 6 points halfway through. Several of those teams will also win their 3rd games so there should be 6 to 10 teams with 9 points. Then in the final round Pot A teams have to face the other Pot A teams so they can't all go 4-0 but some will and there will be some draws. I'd guess it will take at least 10 points to be in the top 6 and at least 9 points to be in the top 10.

By my count, that's three games between teams on perfect records (Cuba-DR, Nicaragua-Haiti and SKN-Canada)...
Yep. That looks right to me. Other notable match-ups: #1 Curacao against #13 Guadeloupe with 4 pts #6 Jamaica against #12 Suriname with 4 pts At the bottom, all of these teams are on zero points: #26 British Virgin Islands/#29 Bonaire #27 Bahamas/#28 Anguilla #30 Grenada/ #31Saint Martin
Apparently too many of you clowns have been bugging St. Lucia about playing for their team, so they had to put this out : Reminder: In order to represent Saint Lucia in international football competition, you must be registered as a Saint Lucian citizen, and must have a Saint Lucia passport. Take note. 🇱🇨— Saint Lucia Football 🇱🇨 (@SaintLuciaFA) August 8, 2018
From a fairly reliable source, as many as ten teams have expressed a desire to drop out of Nations League Qualifying due to the financial difficulties of participating. Seems Concacaf is doing what they can to avoid that scenario, not sure exactly what that entails.— Caribbean Football (@caribbeanfooty) October 18, 2018 These difficulties should have been foreseen. With teams playing one match per window rather than two, flight prices for a side with overseas players could double. A team with players needing a visa to enter the US suffers even more, as many Caribbean flights go through Miami https://t.co/GstOg729II— Caribbean Football (@caribbeanfooty) October 18, 2018
The last two rounds are the Pot D team teams playing Pot C and D opponents. Most of them are going to wind up League C no matter what happens. Not much incentive to keep spending limited resources.
Montserrat's national stadium only holds 1000 people. I imagine they struggle financially. Saint Martin and Sint Maarten have to hold their games in Anguilla, which adds some extra costs. Although I think I read that it's only a 30 minute ferry ride from that island to Anguilla, so it shouldn't be crippling. I also think Bonaire and Aruba play their games in Curacao. I wonder if the whole thing about free-streaming on Oz.com was to try and generate enough interest for a TV deal that could help pay for the travel of some of these teams.
In that context, it makes sense. I do however think the future is bright for the Caribbeans. There's talent down there but no infrastructure or professional environment to allow the development of those with good potential. Also, mostly overlooked in scouting. The Canadian Premier League starting in 2019 will most likely take a closer look at what's down there and bring them here to nurture their talent. There are ther "Alphonso Davies" who have the physical attributes while coming from a very poor and violent environment but have turned out to be crazy good footballer in the right environment. In Davies case, from a refugee camp to starting playing soccer in Edmonton as a kid in a "play for free" program. We can do that too in CONCACAF
Let's not forget that the region was plagued by decades of corrupted presidents until Montagliani arrived. He's planing a D1 CFU league which would serve the region much better I would think
