So who should we believe here? I'm leaning towards Pallotta , but I'm willing to have my mind changed.
I think James is a shrewd businessman, and if the stars align then he would sell a percentage. I don't see him selling majority stake until the stadium is being constructed upon.

Even if Pallotta wanted to sell the club, I think it would be difficult to find a buyer prepared to pay the price he would want, particularly a foreigner. They would have to contend with all of the problems he has encountered: FFP, the difficulty in getting approval to build a stadium, the relatively modest value of Serie A TV and sponsorship rights and all of the other problems that have beset Italian football for many years. Italy is not an attractive country for foreign investors, even more so when it comes to professional football.
Qatar do these investments to gain influence in European capitals, its not strictly about the money. They have far more flexibility to deal with FFP. For example, the sponsorships will sky rocket over night. The big advantage though, I suspect that they will finance the stadium project out of their own pockets, which FFP allows for. This means we won’t have to pay 10s of millions in interest and finance fees if Pallotta builds it. There is also a higher chance Qatar can get it done than Pallotta. Jimmy needs the project to be as profitable as possible, hence all the extra stuff surrounding the project that makes it a problem politically. Qatar can be far more flexible in that regard.
I see; but getting approval to build a stadium in Italy is still difficult for anyone, especially with all the corruption.
The approval is already given by all accounts and the work will start late this year. If not, Pallotta will want to sell anyways. Qatar are already investing a lot of money in Rome, so they are aware of the situation there.
Its not that simple. Pallotta is a hedge fund manager, he will assess the risk and reward and will most definitely have a price that he thinks is good enough to sell now. Waiting for the stadium to be built and then the club financials reaching the peak could take 6-10 more years, so taking a smaller profit now and moving on with his life could be a viable option for him.
I have hard time believing Jimmy that it's fake news. He's denied stuff in the past that ended up being true, and it feels like a lot of stuff tends to get leaked with us. Whenever there's a lot of media coverage for an extended period of time, especially coming out of Rome, there's usually some truth to it. Not sure how I'd feel being owned by a sugar daddy. The only big positive is that PSG's group is pretty aggressive with signing the top up and coming French talent. So I'd assume it would be the same here with Italians. But man, I don't know how much I'd like this being the new rich hipster club.

At this point where Roma goes in the next 5-10 years is still a big unknown. Pallotta isn't the type of businessman to gamble double or nothing. If the Qatari offer him enough money to cover a good portion of the "Roma with a new stadium" expected increase in value - Jimmy is packing the bags. So the question is less about whether or not he's ready to sell, it's about whether or not the Qatari feel their chances for building the stadium soon and fast to be greater than Jimmy's.
