Here's a guy with that name who played with the U18s in a 2007 match:

    USA: 18-Warren Gross; 9-Hunter Jumper, 6-Colin Givens (2-Jalil Anibaba, 36), 4-Greg Eckhardt, 3-TJ Cyrus (Daniel Rodriguez, 27); 7-Jose Gonzalez (Cesar Romero, 36), 11-Danny Barrera, Matt Kassel (20-Bobby Warshaw, 62), 8-Michael Stephens, Blair Gavin (12-Stephen McCarthy, 62); 5-Peri Marosevic

    http://www.ussoccer.com/News/U-18-MNT/2007/02/U-18-MNT-Draw-1-1-With-Once-Caldas.aspx

He could be a 1989 based on the birth years of those other players.

The match was a friendly after the team was knocked out of the 2007 Copa Chivas. Unfortunately the roster release (that would have had hometowns, etc.) is no longer on the U.S. Soccer site.

EDIT: Found some older items and it looks like he is indeed a 1989 who played for San Diego Surf.

Given their recent identity crisis, cutting guys like him and Bryan de la Fuente last year is puzzling. Chivas wants to be Mexican-American, but not that badly apparently.

Romero is now the leading scorer for a team in Mexico called Murcielagos (Spanish for "Bats")

Another goal from long range. I also like the random family pool in the background.

Romero is still killing it in Armenia. In his last four matches for Pyunik, he scored a hat trick, a brace, a brace, and another brace. In total he has 17 goals in 14 matches. The next highest scorer in the league has 9 goals.

Most recently Pyunik beat top-of-the-table Ulisses 3-0 to move within one point of the lead. All this has been done with a keeper responsible for this, earlier in the season:
