For a CSL club to move into L1O they would need a youth program. Kingston successfully did it two years back and Bellville was reported to be moving in that direction, albeit noise as quieted down on that front. The CSL appears to be on it's last legs or at least hurting badly right now. L1O is rising. If Toronto Croatia wants to resurrect itself they need to find a new niche. It could be with this new league, or it could be with an eventual team in L1O; but to do that they need to follow the guidelines set out by the OSA for L1O. IE a youth program.

Interesting that this off-season has a death-watch on three North American leagues: CSL, NASL, NWSL (contract negotiations between USWNT and USSoccer).
NASL will be back for 2017. Could see the CSL finally dying off which with the coming CPL and the existing League1 Ontario D3 circuit growing won't necessarily be a bad thing some say.
I'm guessing that the worst case scenario for NASL is that they will be brought under the MLS umbrella its second tier league, perhaps with promotion and relegation.
The league web site now points to a temporary (as they call it), mostly empty site. Don't know if this is just a switchover of providers, a year-end cleanup, or the league going out.
how important is CSL to the canadian soccer? Wikipedia doesnt shows it even as a D2 or Non-League? Is it like a league that nobody cares?
It's no longer sanctioned by the CSA due to issues with match fixing. Because apparently there were people in Europe interested enough in the CSL to place bets on it.
Regional D3 officially, for a year or two before the betting started and it got de-sanctioned. It is named after another league that was one nation-wide decades back that I'm sure the wiki article you browsed through links to.
