, BMO Field, Toronto (Saturday 18 May)

Coming up next is England v Canada (Friday 5 April).

The Vancouver Whitecaps news thread is following the abuse story from bitter start to bitter end:

A Vancouver team would be a natural in relation to the Reign and Thorns. It doesn't, however, have to be a Whitecaps-related team.

Sorry but there's a moratorium imposed by the CSA on sanctioning new teams in USSF leagues.

With the Canadian Premier League aiming to start a Women's Premier League, there's no way this happens.

....yeah, that "moratorium" is pretty BS. They cited the "moratorium" as to why the Laval Comets and Quebec Dynamo couldn't be founding members of UWS, but both UWS and WPSL have added Canadian teams since then. (And I think USL2 has added Canadain teams, too.)

For the same reason that the three Canadian MLS teams will never drop down to the CPL, I'm sure that if a group wanted to join NWSL, the CSA wouldn't try very hard to stop them. Heck, the CSA pays for players to be in NWSL. Considering that the level of play in NWSL will always be much greater than anything the CWPL could put together, and the the CanWNT players will need that higher level (being not very far behind the USWNT), I would be shocked in there isn't a Canadian NWSL team in five or six years.

But I still hope it's not the Whitecaps.

The women's game has changed since then ever since CPL declared their intentions to create a tier 1 for women while acquiring tier 3 Ontario.

Can't speak to inconsistencies of the past except that existing clubs could be granted an exemptions at CSA discretion but new clubs would not be granted such benefit.

In USL 2, you're referring to TFC II which USL relegated from Championship. They were already sanctioned in USL. However, I wouldn't be surprised that their time might be up and could be forced to join the existing League 1 Ontario who's also a Tier 3 league recently acquired by the Canadian Premier League.

Wouldn't bank on that one. The league just started but it's existance brings to light that the 3 clubs might no longer fall under FIFA exceptional clause justifying clubs being granted sanction in another country's league...ask Ottawa

It wouldn't be about stopping them, they would need CSA, CONCACAF and FIFA'S permission. Normally, that wouldn't be an issue, however, CPL declaring the intention of starting a top tier last year changes that.

As long as there's a concrete plan, timetable, CSA can't allow it.

Yes, a win-win arrangement but also due to the fact that such league does not exist in Canada.

You will be shocked because it won't happen.

Second, you don't know that CWPL would ALWAYS be lower. This isn't like the men's side and lots of them are already playing in Europe as well. No reason Canada can't do the same domestically. The women's side program is very strong here but unfortunately limited by not having it's own top league which has also put the men's side at a massive disadvantage. A league would bring the country to another level.

It would be a mistake to assume that the CSA would prioritize a few clubs here and there in NSWL than having a proper top tier Canadian Women's league providing more spots for players, coaches, administrators and referees than the NSWL could ever provide. It's a mistake to assume that they want to replicate the MLS path and be this shortsighted... (The CSA has already voiced their mix feelings about that path on multiple occasions which culminated in Montagliani threatening desanctioning MLS from Canada)

A top tier in Canada is the best long term solution. CPL already declaring for that project kind of forces the CSA hand as they will want the 3 big cities from the get go to build a coast to coast women's league...they are undeniably vital for a women's league viability

Both UWS and WPSL added clubs just this season. IDK what else that says about the supposed moratorium, but it wasn't in effect mere months ago - or, at least, if it was in effect, the CSA isn't trying very hard to enforce it.

TFC II is in USL1, not USL2. I was referring to the addition of TSS FC Rovers, which (while not as recent as the new women's teams) was just added in 2017.

Unless FIFA also bumps Cardiff and Swansea from the English leagues, this is a BS argument. Besides, the fact that CONCACAF (not FIFA) tried to push Ottawa out but didn't touch the MLS clubs OR any lower-division teams means someone was simply playing politics, not that there was a true threat to the FIFA exceptional clause.

Like I said, the CSA has discretionary powers. There's no plan for a national D2 women's league and for D3 women's league in other provinces outside of Ontario or Quebec. I see the logic in allowing it.

There are plans for a Tier 1 national league, that's an entirely different issue. There's no way CPL invest that kind of capital into a women's league if the CSA just sign away the big 3 cities to NSWL which would be key to a women's league viability and wouldn't be able to support multiple teams.

A top league with multiple spots for USports athletes (53 teams in 4 conferences), coaches, administrators, referees and other soccer jobs is MUCH more important than 2-3 clubs with some spots in NSWL. There's a bigger picture here, CPL & CSB gets it, CSA does too now that multi-millionaires and billionaires are willing to fund it.

Only way NSWL happens is with an agreement that they get pulled into CPL once it starts (yes there's precedent there too)

TSS Rovers were in PDL if I'm not mistaken. They just renamed it USL2.

My bad about TFC II but USL1 is a US Tier 3 league, right? Ontario has a Tier 3 league in League Ontario which currently have 16 clubs at a good level.

Those teams have been in English football for over a century. The 3 MLS clubs are between 8 to 12 years in. Night and day in comparison

CONCACAF are applying FIFA rules. FIFA wouldn't rule any differently.

There's an arrangement between the CSA, USSF, CONCACAF, MLS and the 3 clubs that automatically renews the sanction. Ottawa does not have such agreement and have to submit a renewal application yearly. They failed to do it on time and were advertising playing in USL without an approval. That's the original reason to pull them.

Then CONCACAF took the opportunity to put them on notice that it no longer recognize the "FIFA exceptional clause" allowing them to play in USL due to CPL (a new Tier 1 league with concrete plans for Tier 2) hence most people thinking that this is it for them after this season.

You're inaccurate about the lower Division teams. When League 1 Ontario started, all Ontario PDL teams (except Thunder Bay) were forced to join L1O or fold. There is precedent in the Association doing that. The remaining PDL teams exists because they don't have a D3 in their province. You'll notice that there are no Quebec teams in USL due to PLSQ existing in Quebec.

As for MLS, it's fair to say that this shouldn't be a conversation until post 2026.

OneSoccer is a good deal for anyone into Canadian football anywhere in the world. All CPL matches, all Cdn Championship matches and all home Canada men and women's matches + bonus content like this Spain friendly all for about C$75 per year or C$50 if you're a CPL season ticket holder.

It is owned by Spanish media company Mediapro which has meant top shelf production and they cover the matches like people who know how to cover football.
